Has E-communication created a platform where cross cultural difference are non-excistence?

Looking at the vast amount of e-communication connecting people together, and across borders, most of the tools don’t have the face-2-face communication, i.e. email, blog and newsletters. Having the communication in written format, and the time to reflect over the words, does it remove the vast ground for misunderstanding, i.e. due to incorrect interpretation of the tone of voice, the face expressions?

The strenght of e-communication is the techno-emotions that can be simulated to evoke right tonality, ambience and feelings
The avatars, emoticons, IM backgrounds etc are strong e-descriptors that have largely helped to reduce the possibility of misunderstanding in a virtual world.

It's a fact that body-language can communicate 70% of "the message", and provoke emotions that is not feasible by electronically communication today (i.e. hugs for comfort). Can one-to-one communication (in person communication) ever by equaled by electronically communication? Do you have any examples where e-communication were equaled to in person communication?
